Double-Layer Protection for Medical Teams: 10+ «Snail» Shelters Installed Near Outpatient Clinics in Frontline Regions

Medical facilities in frontline areas had no shelters available for patients or healthcare personnel. Due to the high risk of shelling, they needed a reliable, rapidly deployable protective solution that could be installed close to the building without complex construction work. Standard single-layer shelters were not considered sufficient for the local threat level, where strikes are recorded regularly.

The double-layer Snail mobile shelter, developed by Zalizna Volya™, was selected to provide an enhanced level of protection.

Key design features include:

  • Double-layer steel shell with reinforced stiffeners
  • An energy-absorbing cavity between the two steel layers, designed to reduce impact loads and help dissipate blast effects
  • Installation directly beside outpatient clinic entrances, allowing staff and patients to reach the shelter quickly

We organized centralized production, delivery, and installation across several regions, coordinating the process with the management of each medical facility.

Results

  • Healthcare personnel and patients gained immediate access to a protected space directly outside the building
  • Staff gained greater confidence in their safety, which is especially important for maintaining effective operations under stressful conditions
  • Thanks to their mobile design, the shelters can be relocated or integrated into a modular system in the future
